Rob Hoxton, CFP®, AAMS, AIF®
Rob Hoxton, Managing Director of the United Capital team in Northern Shenandoah Valley, entered the financial services industry in 1986. Prior to joining HFI, Rob worked with American International Group (AIG), a leading provider of insurance and financial services based in New York. Rob returned to West Virginia with his wife Mary Logan Hoxton in 1990. Rob is a graduate of North Carolina State University in Raleigh and from the Certified Financial Planning Professional Program of the College for Financial Planning in Denver.

Julia M. Connell, CFP®, MBA, MSFP, MPAS℠
Julia Connell, Managing Director of the United Capital team in Northern Shenandoah Valley began her career in the financial services industry by working as the Chief Financial Officer for Jefferson Memorial Hospital. She also worked as a financial consultant to the healthcare industry and has extensive knowledge of medical practices in the area of financial management. Julia joined Hoxton Financial and continued with HFI Wealth Management as partner and senior wealth adviser.
Julia is a graduate of Shepherd University with a Bachelor’s Degree in Business Administration with a concentration in Accounting. She earned her Master’s Degree in Business Administration from West Virginia University. Julia is a Certified Financial Planner™ and holds a Master’s Degree Financial Planning from the College for Financial Planning in Denver where she also completed the Certified Financial Planner Professional Education Program.
As a Managing Director and financial planner, Julia works with clients to bring understanding and discipline to the financial choices people make in their everyday lives.
Amanda Runkles, CPA, CFP®, PFS℠
Amanda Runkles joined our team in 2011 after spending seven years in public accounting, where she specialized in Bank Audits and Tax Preparation. Amanda serves as the Director of Financial Planning in our Shepherdstown location. She works closely with clients to tailor recommendations specifically in the areas of Retirement Planning, Cash Flow and Investment Management, and other specialty areas of Tax, Insurance and Estate Planning.
Amanda is a graduate of West Virginia University, where she obtained a Bachelor of Science in Business Administration with a concentration in Accounting and a minor in Spanish. Amanda became a Certified Public Accountant in 2008, an Investment Adviser Representative in 2011, a Personal Financial Specialist (PFSSM) in 2012 and a CERTIFIED FINANCIAL PLANNERTM (CFP®) professional in 2013.
Her education and experience in Financial Planning, Investment Management and Tax Issues make Amanda a valuable member of the United Capital team.
Leota Trainor brings 27 years of experience in the financial advising industry with extensive knowledge of firm operations and extensive knowledge in internal office support. Her depth of experience has enabled her to be an integral part of HFI, now United Capital, supporting its growth into a member of the United Capital family and the successful financial adviser firm it is today.
As our Administrative Manager with the United Capital Winchester office, Tracy Drumheller is the first point of contact for our clients. In this multifaceted role, she strives to make their experience exceptional and is the key to keeping our office running smoothly in all areas. Tracy will assist the Managing Director, Wealth Managers and Relationship Managers with client needs.
Tracy holds a Bachelor of Science in Education from Bloomsburg University, Bloomsburg, Pennsylvania, and has over 13 years of administrative experience, having been employed prior to joining United Capital at Amherst Family Practice in Winchester, Virginia. In her past, she enjoyed positions as a Flight Attendant and Reservation Team Leader with People Express Airlines and as an Education Specialist in Winchester, Virginia.
Tracy’s family is at the center of her life, and she is very proud of her two adult children, Jaclyn and Zachary. Traveling with her husband, helping others, baking, reading a good book, going to concerts, playing games and sharing good food with family and friends make her smile. She gets pretty excited about collegiate-level sports and is an avid supporter of The University of Virginia. Go HOOS!
Christopher J. Dorsey, CFA, MSF
Investment Management Advocate
Chris Dorsey is an Investment Management Advocate at United Capital Financial Advisers, LLC. His duties include managing custom investment portfolios for clients, recommending appropriate investment strategies and asset allocations for clients and assisting advisers in aspects of the financial planning process related to investment management.
Prior to joining United Capital, Chris held the position of Chief Investment Officer at HFI Wealth Management, now United Capital. During his time at HFI Wealth Management, Chris developed proprietary investment strategies covering a broad range of asset classes and spanning the global marketplace. He utilized both fundamental and technical analysis research to create and manage unique and custom investment portfolios for clients including high net-worth individuals, endowments and foundations. Chris also ran weekly investment team meetings at HFI and authored monthly, quarterly and annual commentaries that included analysis of the markets, economies and forecasts for the aforementioned.
Chris is a graduate of Virginia Tech where he received his Bachelor’s Degree in Economics with a minor in Business. Chris also attended the University of Denver where he received his Master of Science Degree in Finance with a concentration in Investments. While completing his Master’s degree, Chris held the position of President of the Marsico Investment Team in the Daniel’s College of Business. Chris also holds the Chartered Financial Analysts® (CFA®) designation and has been quoted in periodicals such as the Wall Street Transcript.
Chris lives in Northern Virginia with his wife, Amanda, and their pug, Breck. He enjoys camping, golf and is an avid snowboarder.

Director of Operations
Stacy Lindberg is responsible for planning, directing and coordinating the activities of daily operations at the United Capital office in Northern Shenandoah Valley. Her responsibilities include oversight and revenue potential, revenue tracking, monthly P&L, budget, compliance and HR. She is also highly skilled in systems oversight of Salesforce, Envestnet and various custodian implementation, with an adherence to accuracy.
Stacy graduated with honors from Shepherd University and holds a BS in Political Science. She also holds an MA from Marshall University. Stacy brings with her over 20 years of experience in the financial service industry, nine with HFI Wealth Management (now United Capital) and 14 years owning and operating a mortgage company.
She enjoys tennis, hiking and gardening. Stacy lives in Kearneysville, West Virginia, with her husband and two children.
Josh Williams is a Relationship Manager for United Capital’s Winchester office. He is responsible for interacting with clients on a range of matters, helping to ensure follow-through on all commitments to provide an overall positive client experience.
Prior to joining United Capital, Josh worked in the financial services division of the National Automobile Dealers Association (NADA). There, for over 11 years, he specialized in the administration and day-to-day operation of retirement plans for clients nationally. Josh holds a BS in Business Administration from Shepherd University, where he graduated Summa Cum Laude and received the McMurran Scholar Award.
Josh lives in Winchester with his wife, Jackie, and daughter, Hailey. In his spare time, he enjoys fitness activities, crosswords and grilling. Josh is a sports enthusiast who plays golf and is a supporter of the local teams, especially the Washington Redskins.
Client Services Specialist
Alejandra Puebla graduated from the University of Texas at Arlington in 2015. She joined United Capital in March 2016 as a Temp for Virtual Service Desk and became a permanent employee in September 2016.
Her hobbies include painting, outdoor activities and spending time with friends and family.
Regional Director, Risk Management
Dave has provided investment, insurance and financial planning expertise to financial advisers and retail clients during his career. He began as a financial adviser for Edward Jones and had the distinction of being named a Limited Partner. Also at Jones, Dave was Director of the Political Action Task Force for the state of Ohio, in which he formulated the strategy and led the efforts to lobby the elected state and federal representatives concerning crucial industry issues. Dave was also an adviser and Branch Manager for a Merrill Lynch office. In that capacity, he provided his institutional and retail clients financial planning expertise including investment management, retirement and legacy planning. He has worked for major insurance carriers, including John Hancock, Travelers, Lincoln and Sun Life as a Division Sales Manager. He was integral in planning a strategy and implementing it to help financial advisers and their clients access the products, tools and expertise these carriers have at their disposal. In this role, Dave was also a leader in measured performance. Throughout his career in the financial services industry, Dave's number one goal, no matter the capacity, has been to always do what is right for the client.
